The original post tweet links back to this NEMLOG post in Japanese. This particular post shows that SigAnn allows signature and announcement of bonded aggregate transactions. You can sign and announce transactions that require the signatures of multiple people using the tool. You can sign only the parts relevant to your account and then notifications will be sent to other accounts that are required to sign. This apparently is not currently supported by the Symbol wallet which is why this tool was built!
There are a series of posts that start here which explain the tool and how to use it. You can use Google Translate and get a good understanding of how the tool works.
SigAnn is available on testnet and I managed to set up and fund a testnet account and send a simple transaction from the example QR code provided. The one thing that I do not know how to do at the moment is set up my own custom transactions and convert these into a QR code to test with my own transactions – does anyone know how to do this? Maybe I should look into this in more detail and report back..
Columbian government testing Symbol
I have seen a few tweets about this but I don’t really know the full story. As far as I can make out the Columbian Government has started a public experiment using Symbol but I am not sure about exactly what Symbol is being used for. It is undoubtably important news working with a national government and I will be following this closely once I manage to get to the bottom of the story rather than seeing the headlines.
It seems that @AI27982784 has written a blog post about it in Japanese but again I don’t think that there are any specifics here but maybe this is an issue with the automatic translation! This news is also reported by @TrendStream in his tweet translated below.

School of NEM
Moving on to our regular section on School of NEM (@SchoolofNEM) we see that @bestgoldangel sent in this tweet about Security Token Offerings (STOs). Symbol planned from launch to support STOs which would be able to comply with global regulations.
NFT Drive
Thanks (as always) @bestgoldangel for sending in this @NemtusOfficial tweet. It seems that there will be (or by now, was!) a NEMTUS NFT Drive Roundtable discussion which will be recorded and made public. Questions were submitted and it will have been an interesting discussion, I am looking forward to hearing more about this – I wonder if there will be an English translation that I can report on..
